Zora Health / Employer guide / Greece

Support employees through fertility treatment, and keep the talent you have invested in.

Fertility treatment rarely fits around a work calendar, and most employees go through it quietly, often while doing some of their best work. Zora Health helps you build practical fertility support, from policies and manager guidance to confidential care navigation and access to 128+ partner clinics in 16 countries, around your workforce and budget. Companies including Hilton, LinkedIn, Sanofi, HSBC, Mastercard, Carousell and Singapore Management University work with us.

Written by Anna Haotanto, Founder, Zora Health. Last reviewed: November 2026. General information, not legal or medical advice. This guide covers IVF and egg freezing costs, public funding, the rules and how to build a fertility benefit.

Five things Greek HR leaders should know

  1. Greece recorded 65,594 live births in 2025, 4.2% fewer than in 2024, and the total fertility rate was about 1.2 in 2024 (ELSTAT).
  2. EOPYY, the national health insurer, approves up to 4 IVF attempts for insured women up to 50 and mainly pays for medicines, so couples pay most clinic fees.
  3. Law 4958/2022 raised the age limit to 54, with a permit needed from 50, and allowed egg freezing for non-medical reasons.
  4. Women get 7 paid working days of leave per treatment (Law 4808/2021); maternity leave is 17 weeks plus 9 months paid by DYPA, and fathers get 14 working days.
  5. A fixed annual allowance for what EOPYY leaves out, such as clinic fees, egg freezing, treatment after 50 and travel from the islands, keeps the budget predictable.

Why fertility is a business problem for employers

Fertility treatment does not fit around a work calendar. A clinic sets the date of a scan the day before. Egg collection happens when the body is ready, usually about 36 hours after a final trigger injection. Then comes a two-week wait, and for many couples, another cycle. Your team feels it: missed meetings, unexplained absences, a strong performer who suddenly goes quiet.

The World Health Organization estimates that about 1 in 6 people worldwide are affected by infertility. In Greece, 6.4% of births in 2019 followed assisted reproduction, according to National Authority for Medically Assisted Reproduction data from 41 units (News4Health, July 2022), the latest national figure we found. We found no Greek survey on fertility treatment at work, so the workplace figures below come from other countries.

  • Resignations. 39% of respondents with fertility challenges in Ferring‘s 2025 survey of more than 3,600 people in Australia, France, Japan, Poland and the UK had left or considered leaving their job during treatment.
  • Lower performance. 55% of respondents in Carrot‘s 2023 survey of 5,000 people in Canada, India, Mexico, the UK and the US said fertility challenges had hurt their work performance.
  • Costs outside Athens. A June 2026 parliamentary question said couples on islands and in remote areas pay travel and accommodation on top of procedure and storage fees that insurers do not reimburse (Hellenic Parliament).
1.2 total fertility rate in 2024 (ELSTAT)
65,594 live births in 2025, down 4.2% on 2024 (ELSTAT)
€352.16 EOPYY payment per completed IVF attempt, non-contracted clinic (2019)
18.8 points gender employment gap in 2024, second highest in the EU (Eurostat)

What employers gain

Reduce talent attrition

Keep the people you spent the most to develop

Replacing an employee costs one-half to two times their annual salary, according to Gallup. In 2024, Stefanos Chandakas of HOPEGenesis put the average age of women treated at the Hygeia IVF unit in Athens at 40.1 (Powergame), when many employees hold senior roles. A written policy, paid time off and a funded allowance remove some of the reasons these employees leave.

Attract talent

Stand out in a tight labour market

73% of employees with fertility challenges said they would be attracted to a role that offers fertility support (Ferring, 2025), and 65% said they would change jobs for fertility benefits (Carrot, 2023). In 2024, the Greek company Choose announced a one-off €6,000 towards assisted reproduction for employees and spouses, and €2,500 towards egg freezing for female employees (Newmoney). In November 2025, NN Hellas added an optional €1,000 IVF allowance to group plans covering at least 50 people (in.gr).

Control cost

Make fertility support financially predictable

Employers can set annual or lifetime allowances and decide which treatments qualify. Aon projects a gross medical trend rate in Greece of 8.0% for 2026, after 10.0% in 2025.

Zora helps employers structure benefits around local treatment costs, the law and workforce needs.

What IVF costs, and what the state pays

EOPYY committees approve up to 4 IVF attempts for insured women up to 50, at least 4 months apart (EOPYY; EOPYY, 2013). In January 2026 the Health Ministry told Parliament that committees approve attempts, with medicines usually up to 3,600 IU of gonadotropins per attempt (maximum 5,000 IU), plus an allowance for egg collection and embryo transfer (Ministry of Health; EOPYY, 2016). The latest amount we found for that allowance is €352.16 per completed attempt at a non-contracted private clinic, set by a 2019 circular (Nextdeal). The MP who asked said EOPYY covers only part of the medicines and that tests and embryo transfer remain almost entirely with the patient (Hellenic Parliament, November 2025).

In November 2025 the Health Minister announced a free AMH (ovarian reserve) test for all women up to 35 from 2026 and said cover for egg freezing, possibly partial, was planned for 2026 (Odigos tou Politi). A September 2026 demographic plan proposes broader cover for assisted reproduction, without amounts (To Vima). EOPYY does not pay for elective egg freezing or for treatment after 50, and we found no national IVF or egg freezing voucher scheme in force in November 2026.

Age is one of the strongest predictors of IVF success. We found no published Greek success rates by age. In 2023 the then president of the National Authority, Nikolaos Vrachnis, estimated the chance of a later child at about 80% for women who freeze their eggs at 33 to 35, about 25% at 40 and close to zero after 45 (CNN Greece, March 2023).

Fertility support that fits your workforce and budget

You do not need to overhaul your existing health insurance to support employees through fertility treatment. Start with awareness and manager education, add confidential one-to-one support, or introduce a funded allowance across your offices. There is no minimum company size.

Where included in the employer programme, eligible employees can use talks and care navigation without paying Zora a separate fee. Care navigation allowances are set in each proposal. Treatment and other third-party costs are paid separately, either by employees or through the fertility allowance their employer provides.

Comparing fertility benefit providers? Use our RFP question bank

Our RFP question bank has 40 questions, with why each one matters, what a good answer looks like and a scoring sheet for three providers. Six of the questions for Greece:

  1. Are local-plan employees covered, or only staff on international health plans?
  2. Do you require an infertility diagnosis before support starts?
  3. Which IVF units can employees use in Athens, Thessaloniki and Crete, and how do you support employees on the islands or in remote areas who need to travel for treatment?
  4. How does the allowance work alongside EOPYY, for example committee approval, the 4-attempt limit, medicines within dose limits and the fixed payment per completed attempt?
  5. Does the allowance cover treatment from 50 years and 1 day to 54, which needs a National Authority permit, and elective egg freezing and yearly storage?
  6. How is employee health data handled under the GDPR and Law 4624/2019 as special category data, and what does the employer see?

Plan your fertility benefit budget

Fertility benefit budget planner

Model the annual claims budget for a fertility allowance. Change any number.

5 estimated benefit users a year
€40 estimated annual claims cost per employee, across your whole workforce
€20,000 illustrative annual claims budget

This is a claims budget, not a Zora quotation. Zora’s programme fees, implementation and optional services are separate.

Illustration only. Utilisation is an editable assumption, not observed Zora data. The calculation assumes each user claims their full annual allowance, and excludes programme fees and setup costs. For a tailored model, request an employer proposal.

Estimate the potential workforce impact of fertility challenges

A rough planning scenario. It applies a global infertility estimate to your headcount, so it is not a prediction for your workforce, a measured loss or a forecast of savings from any programme.

92 potentially affected employees (illustrative estimate)
4.6 possible exits a year
367 working days possibly lost a year
Illustrative workforce cost scenario, not projected savings€93,958

Range: €93,958 to €265,833 a year, depending on replacement cost.

Assumptions: infertility affects about 1 in 6 adults (World Health Organization, 2023), applied to employees aged 25 to 44. Replacing an employee costs one-half to two times their annual salary (Gallup, 2019); the headline uses the low end. Absence is valued at salary divided by 250 working days. Exit rate and days lost are your own assumptions.

This is a hypothetical cost scenario, not a prediction of actual employee departures, an estimate of Zora’s financial impact or a guaranteed saving from fertility benefits.

Already have corporate health insurance? Here is where Zora fits

Your medical plan may cover some consultations and tests, but fertility treatment is often limited or excluded, so check your policy wording. Employees still need to understand their options, the public funding they qualify for and which clinic suits them.

Zora works alongside your existing insurance and benefits. We help employees get reliable information, navigate their care options and reach suitable specialists, and we give HR manager guidance, policy templates and, on the Complete programme, anonymised reporting. You strengthen fertility support without replacing your medical plan.

For HR

  1. Kick-off, week 1. Agree goals, countries and which employees are eligible.
  2. Policy and benefit design, weeks 2 to 4. Draft or update your fertility policy using our templates.
  3. Launch, typically weeks 4 to 6. A launch talk for employees and managers, plus a communications pack for HR to send.
  4. Live support. Employees book care navigation calls and use the Zora app.
  5. Reporting, every 3 months, on the Complete programme. Anonymised usage, common themes and our recommendations, reviewed with your account manager.

Privacy

Employee privacy is central to our programmes. On the Complete programme, routine employer reports contain aggregated engagement and utilisation information, with safeguards to prevent identification of individual employees. On every programme, personal health information is not included in standard HR reporting, and employees can get help without telling their manager. Where eligibility checks or claims administration need individual-level data, access is limited to authorised parties for defined purposes, as agreed in writing before launch. Employee data is handled in line with Singapore’s Personal Data Protection Act and Greece’s Law 4624/2019, which applies the EU General Data Protection Regulation (GDPR), under which health data is special category data.

Clinics and doctors in Greece

Zora’s clinic and doctor directory does not list providers in Greece yet. It lists 421 clinics and 1,185 doctors across 25 countries, mostly in Asia Pacific and the Middle East (browse clinics or browse doctors). Employees in Greece can still use Zora’s education and the Zora app. Ask us how your team in Greece would use Zora before you launch. See Zora’s employer guides for every country.

Rules and eligibility in Greece

Law 3305/2005 and Law 4958/2022

Who can use assisted reproduction

Different-sex couples, married or not, and single women can use assisted reproduction; unmarried women need a notarial document (EOPYY). Since Law 4958/2022, the age limit for women is 54, and treatment from 50 years and 1 day needs a permit from the National Authority for Medically Assisted Reproduction (article 3).

Law 4958/2022

Egg freezing and storage

Eggs, sperm and embryos can be frozen for social as well as medical reasons, and the previous 20-year maximum storage period was removed. No spouse or partner consent is needed to freeze one’s own eggs or sperm, which can be used freely after divorce or separation (Law 4958/2022, article 2; Skai, July 2022).

Law 5197/2025, 16 May 2025

Surrogacy

Surrogacy needs prior court authorisation under article 1458 of the Civil Code, and the intended mother must be medically unable to carry a pregnancy. Article 46 of Law 5197/2025 added that inability to carry a pregnancy because of sex is not a medical inability, and that authorisation takes effect only once the court decision is irrevocable (Lawspot). The government linked it to court applications by men and to preventing trafficking (Millet News, April 2025). The rules apply only when the intended mother or the surrogate lives, or is temporarily resident, in Greece (article 8 of Law 3089/2002, quoted in Patras Court of First Instance decision 402/2022).

Law 4808/2021

Maternity, paternity and fertility treatment leave

Female employees undergoing assisted reproduction get 7 working days of paid leave, with a certificate from the treating doctor or the unit director (article 35), each time treatment takes place (KEPEA). Maternity leave is 17 weeks (8 before birth, 9 after) (KEPEA), then 9 months of special maternity protection leave paid by DYPA at the minimum wage, up to 7 months of which can pass to the father (KEPEA, Law 4997/2022). Fathers have 14 working days of paid paternity leave (PwC Greece), and parents of children up to 12 can request flexible work.

Law 3896/2010 and Law 4624/2019

Discrimination and health data

Law 3896/2010 bans sex discrimination at work, including in relation to family status, pregnancy and maternity (article 3). An employer cannot dismiss an employee during pregnancy or for 18 months after the birth except for a serious reason, given in writing (KEPEA, on article 15 of Law 1483/1984). Fertility information is health data, a special category under article 9 of the GDPR, and article 22 of Law 4624/2019 requires safeguards when it is processed.

Questions HR teams ask us

Is fertility leave mandatory in Greece?

Yes, for women undergoing treatment. Article 35 of Law 4808/2021 gives female employees undergoing medically assisted reproduction 7 working days of paid leave, with a certificate from the treating doctor or the unit director. The article does not cover partners. Maternity leave is 17 weeks, and fathers have 14 working days of paid paternity leave.

Does EOPYY pay for IVF in Greece?

Partly. EOPYY committees approve up to 4 IVF attempts, at least 4 months apart, for insured women up to 50, with medicines within set dose limits and an allowance for egg collection and embryo transfer. The latest amount we found for a completed attempt at a non-contracted private clinic is 352.16 euro, set in 2019. A November 2025 parliamentary question said most procedure, test and embryo transfer costs remain with the patient, and we found no national IVF voucher scheme in force in November 2026.

Can employees freeze their eggs in Greece?

Yes. Law 4958/2022 allows egg freezing for non-medical reasons and removed the 20-year maximum storage period. Elective freezing is not covered by EOPYY; an October 2025 report put the private cost at 1,500 to 3,000 euro per cycle, plus yearly storage. In November 2025 the Health Minister said cover, possibly partial, was planned for 2026. An employer allowance can cover it.

Does Zora replace our health insurance?

No. Zora works alongside your insurance. We help employees understand their options, find suitable specialists and use the cover they already have.

How much does a fertility benefit cost an employer?

It depends on the allowance, eligibility and expected uptake. Use the budget planner on this page for a first estimate, then ask us for a tailored proposal based on your headcount and countries.

How quickly can we launch?

Typically 4 to 6 weeks from contract to launch, depending on scope and countries. Most companies start with a single talk.
