Fertility Benefits for Employers in Hungary

Zora Health / Employer guide / Hungary

Support employees through fertility treatment, and keep the talent you have invested in.

Fertility treatment rarely fits around a work calendar, and most employees go through it quietly, often while doing some of their best work. Zora Health helps you build practical fertility support, from policies and manager guidance to confidential care navigation and access to 128+ partner clinics in 16 countries, around your workforce and budget. Companies including Hilton, LinkedIn, Sanofi, HSBC, Mastercard, Carousell and Singapore Management University work with us.

Written by Anna Haotanto, Founder, Zora Health. Last reviewed: November 2026. General information, not legal or medical advice. This guide covers IVF and egg freezing costs, public funding, the rules and how to build a fertility benefit.

Five things Hungarian HR leaders should know

  1. Hungary’s total fertility rate was an estimated 1.31 in 2025, down from 1.39 in 2024, and almost 4% of 2024 births followed assisted reproduction.
  2. Since 1 July 2022 only state centres may perform IVF. Treatment and fertility drugs are free for insured patients, with up to 5 funded egg retrievals started before the woman’s 45th birthday.
  3. Single women can be treated if age or health makes natural conception very unlikely. Surrogacy is prohibited, and patients needing donor eggs usually travel to Czechia.
  4. Maternity benefit (CSED) pays 100% of the gross daily average for 168 days and paternity leave is 10 working days. Time off for IVF treatment is excused but unpaid.
  5. A fixed annual allowance can cover what the state leaves out, such as elective egg freezing, donor-egg treatment abroad and treatment after 45, and keeps the budget predictable.

Why fertility is a business problem for employers

Fertility treatment does not fit around a work calendar. A clinic sets the date of a scan the day before. Egg collection happens when the body is ready, usually about 36 hours after a final trigger injection. Then comes a two-week wait, and for many couples, another cycle. Your team feels it: missed meetings, unexplained absences, a strong performer who suddenly goes quiet.

About 1 in 6 people worldwide are affected by infertility (World Health Organization). The 13 state centres treated 10,397 women in 2024 (Telex, citing the state Human Reproduction Directorate, February 2026). We found no Hungarian survey on fertility at work. In Carrot’s 2023 survey of 5,000 people in Canada, India, Mexico, the UK and the US, 79% felt uncomfortable discussing fertility at work (Carrot).

  • Resignations. 39% of employees with fertility challenges had left or were considering leaving their job during treatment, in Ferring’s 2025 survey of more than 3,600 employees and employers in Australia, France, Japan, Poland and the UK (Ferring).
  • Lower performance. 55% of respondents in the same Carrot survey said fertility challenges had hurt their work performance (Carrot).
  • Unpaid treatment time. Labour Code section 55(1)(b) excuses an employee from work during reproductive treatment at a health facility, unpaid under section 146(3) (Origo, August 2020; University of Szeged, 2025).
1.31 children per woman in 2025, estimate (KSH)
3,089 children born in 2024 to women treated in state centres (HRI)
5 funded egg retrievals, started before the 45th birthday (NEAK rules)
0 days of paid statutory fertility leave

What employers gain

Reduce talent attrition

Keep the people you spent the most to develop

Replacing an employee costs one-half to two times their annual salary, according to Gallup. 74.5% of Hungarian women aged 15 to 64 were in the labour force in the second quarter of 2026 (OECD), so treatment often falls in the years when careers build. A written policy, paid time off and a funded allowance can help address barriers that contribute to employee attrition.

Attract talent

Stand out in a tight labour market

73% of employees with fertility challenges would be attracted to an employer offering fertility support, in the same Ferring survey (Ferring). 65% in the Carrot survey said they would change jobs for fertility benefits (Carrot). We found no published example of a Hungarian employer funding fertility treatment.

Control cost

Make fertility support financially predictable

Employers can set annual or lifetime allowances and choose which treatments qualify. In Hungary an allowance mostly goes on what public funding leaves out, plus paid time off.

Zora helps employers structure benefits around local treatment costs and public funding rules, so HR can run the programme within an agreed budget.

What IVF costs, and what the state pays

The state took over six private fertility clinics from 1 January 2020 (Euronews, December 2019), and since 1 July 2022 only state centres may perform IVF (Telex). Fertility drugs have been 100% covered for women since 2020 and for men since 2024, and embryo storage has been free since 2024 when funding conditions are met (Családinet, October 2026).

ItemPrice (HUF)Notes
IVF in a state centre, with drugs0For insured patients within the funded limits
Elective egg freezing in a state centreUp to about 500,000Paid by the patient; Dunamenti REK lists 110,000 for vitrification alone, with tests, drugs and storage on top
IVF in Czechia or SlovakiaAbout 1.2 to 2 millionEUR 3,000 to 5,000, drugs extra
IVF in AustriaAbout 1.6 to 2.8 millionEUR 4,000 to 7,000, drugs extra
Donor-egg IVF in BrnoAbout 3 millionOne couple’s total, including travel and drugs

Sources: Telex, September 2025 (egg freezing, citing Mfor); Telex, November 2025 (treatment abroad, citing an earlier G7 survey). Prices vary by clinic and exchange rate.

ItemPublic support (or own savings)What the employee still carries
IVF, stimulation started before 45Up to 5 funded egg retrievals and transfer of all resulting embryos; up to 4 more after a live birthUnpaid time off for treatment and travel to one of 13 centres
Intrauterine inseminationUp to 6 funded inseminations, though at an infertility outpatient clinic only the first 3 are reimbursedUnpaid time off for treatment
Stimulation started at 45 or laterNoneTreatment abroad at the full private price
Donor eggsDirected donation to a named recipient onlyTreatment abroad, travel and drugs

Sources: Családinet, 19 October 2026, summarising NEAK rules; Telex, September 2025.

Age is one of the strongest predictors of IVF success. In December 2025, then Health State Secretary Péter Takács told Parliament’s welfare committee that women over 40 had a success rate of about 8% with their own eggs and about 30% with donor eggs, without saying whether these were pregnancy or live birth rates (Economx, February 2026). We found no Hungarian rates by age group. In Germany’s national registry, the birth rate per fresh embryo transfer in 2023 was 30.9% for women aged 30 to 34, 26.3% at 35 and 9.3% at 41 to 44 (Deutsches IVF-Register).

The Human Reproduction Directorate reported a 26.4% success rate for 2024, defined as the share of stimulation cycles that led to a birth (Telex). Because funding ends at 45, the size of an allowance, and when employees can use it, matter as much as whether you offer one.

Give Employees Access to Fertility Specialists

Help employees navigate fertility care with access to doctors and clinics, treatment information, and clear guidance on IVF, egg freezing and other fertility options. Employees can explore their options privately, without needing to go through HR.

Fertility support that fits your workforce and budget

You do not need to overhaul your existing health insurance to support employees through fertility treatment. Start with awareness and manager education, add confidential one-to-one support, or introduce a funded allowance across your offices. There is no minimum company size.

Where included in the employer programme, eligible employees can use talks and care navigation without paying Zora a separate fee. Care navigation allowances are set in each proposal. Treatment and other third-party costs are paid separately, either by employees or through the fertility allowance their employer provides.

Comparing fertility benefit providers? Use our RFP question bank

Our RFP question bank has 40 questions, with why each one matters, what a good answer looks like and a scoring sheet for three providers. Six of the questions for Hungary:

  1. Are local-plan employees covered, or only staff on international health plans?
  2. Do you require an infertility diagnosis before support starts?
  3. How does the allowance sit alongside free state IVF, so employees use their funded retrievals first and claim egg freezing, donor-egg treatment abroad and treatment after 45 from the allowance?
  4. Which of the 13 state centres in Budapest and the regions, and which clinics in Czechia, Slovakia or Austria, do you work with?
  5. How will you adjust the programme if the 2026 government review changes the state-only rule for IVF or the egg donation law?
  6. How do you handle health data as special category data under the GDPR and Act CXII of 2011, and what will the employer see?

Plan your fertility benefit budget

Fertility benefit budget planner

Model the annual claims budget for a fertility allowance. Change any number.

5 estimated benefit users a year
HUF 15,000 estimated annual claims cost per employee, across your whole workforce
HUF 7,500,000 illustrative annual claims budget

This is a claims budget, not a Zora quotation. Zora’s programme fees, implementation and optional services are separate.

Illustration only. Utilisation is an editable assumption, not observed Zora data. The calculation assumes each user claims their full annual allowance, and excludes programme fees and setup costs. For a tailored model, request an employer proposal.

Estimate the potential workforce impact of fertility challenges

A rough planning scenario. It applies a global infertility estimate to your headcount, so it is not a prediction for your workforce, a measured loss or a forecast of savings from any programme.

92 potentially affected employees (illustrative estimate)
4.6 possible exits a year
367 working days possibly lost a year
Illustrative workforce cost scenario, not projected savingsHUF 45,100,000

Range: HUF 45,100,000 to HUF 127,600,000 a year, depending on replacement cost.

Assumptions: infertility affects about 1 in 6 adults (World Health Organization, 2023), applied to employees aged 25 to 44. Replacing an employee costs one-half to two times their annual salary (Gallup, 2019); the headline uses the low end. Absence is valued at salary divided by 250 working days. Exit rate and days lost are your own assumptions.

This is a hypothetical cost scenario, not a prediction of actual employee departures, an estimate of Zora’s financial impact or a guaranteed saving from fertility benefits.

Already have corporate health insurance? Here is where Zora fits

Your medical plan may cover some consultations and tests, but fertility treatment is often limited or excluded, so check your policy wording. Employees still need to understand their options, the public funding they qualify for and which clinic suits them.

Zora works alongside your existing insurance and benefits. We help employees get reliable information, navigate their care options and reach suitable specialists, and we give HR manager guidance, policy templates and, on the Complete programme, anonymised reporting. You strengthen fertility support without replacing your medical plan.

For HR

  1. Kick-off, week 1. Agree goals, countries and which employees are eligible.
  2. Policy and benefit design, weeks 2 to 4. Draft or update your fertility policy using our templates.
  3. Launch, typically weeks 4 to 6. A launch talk for employees and managers, plus a communications pack for HR to send.
  4. Live support. Employees book care navigation calls and use the Zora app.
  5. Reporting, every 3 months, on the Complete programme. Anonymised usage, common themes and our recommendations, reviewed with your account manager.

Privacy

Employee privacy is central to our programmes. On the Complete programme, routine employer reports contain aggregated engagement and utilisation information, with safeguards to prevent identification of individual employees. On every programme, personal health information is not included in standard HR reporting, and employees can get help without telling their manager. Where eligibility checks or claims administration need individual-level data, access is limited to authorised parties for defined purposes, as agreed in writing before launch. Employee data is handled in line with Singapore’s Personal Data Protection Act and Hungary’s application of the EU General Data Protection Regulation (GDPR) and Act CXII of 2011 on informational self-determination, which treat health data as special category data.

Clinics and doctors in Hungary

Zora’s clinic and doctor directory does not list providers in Hungary yet. It lists 421 clinics and 1,185 doctors across 25 countries, mostly in Asia Pacific and the Middle East (browse clinics or browse doctors). Employees in Hungary can still use Zora’s education and the Zora app. Ask us how your team in Hungary would use Zora before you launch. See Zora’s employer guides for every country.

Rules and eligibility in Hungary

Act CLIV of 1997

Who can use assisted reproduction

The Health Act allows treatment for married couples and for different-sex partners where neither is married to someone else. Since 1 July 2006, section 167(4) also allows a single woman to be treated if, because of her age or health, she is very unlikely to conceive naturally (TASZ; INED). Same-sex couples, including registered partners, have no access as couples, and surrogacy is prohibited: the surrogacy sections never came into force and were repealed in 1999 (INED, Laws and Families, 2017).

July 2025

Elective egg freezing allowed

An amendment to NM Decree 30/1998, promulgated on 17 July 2025, allows egg freezing without a medical reason from age 18, and storage typically lasts 15 years (Economx, August 2025). The patient pays; public funding covers freezing only for medical reasons such as cancer treatment or proven infertility (Telex, September 2025).

Egg donation

Directed donation only

Donation is unpaid and currently possible only to a named recipient, often a relative; the donor must be under 35 and already have a child. A bill filed by Fidesz MPs in October 2025 to widen egg and sperm donation was postponed in November 2025 (Telex, November 2025).

June 2026

Government review of the state system

On 23 June 2026, Zsolt Hegedűs, Health Minister in the Tisza government formed in May 2026 (Telex), said it would review the whole nationalisation of fertility care and reopen egg donation so that patients need not travel to Brno (Infostart). As of 19 October 2026 the funding rules had not changed (Családinet).

Leave and Labour Code

Leave, dismissal protection and discrimination

Maternity benefit (CSED) pays 100% of the gross daily average, with no cap, for up to 168 days (Financera, November 2025). Fathers get 10 working days of paternity leave within 4 months of birth, the first 5 at full pay and the rest at 40% (WageIndicator, April 2026). In June 2026 the government announced plans to extend this to 3 weeks, with no start date yet (Portfolio, June 2026). An employer may not dismiss a woman by notice during reproductive treatment, for up to 6 months from its start, once she has informed them (Profession.hu, March 2025). The Equal Treatment Act covers family status, pregnancy, fatherhood, health and sexual orientation (Act CXXV of 2003, section 8).

Questions HR teams ask us

Is fertility leave mandatory in Hungary?

No. Hungarian law has no fertility leave. The Labour Code excuses an employee from work during treatment at a health facility, but no absence pay is due for that time, so paid days depend on the employer’s policy. An employer may not dismiss a woman by notice during reproductive treatment, for up to 6 months from its start, once she has told them.

Does the state pay for IVF in Hungary?

Yes. Since 1 July 2022 only state centres may perform IVF, and insured patients pay nothing for treatment or prescribed fertility drugs within the limits: up to 5 funded egg retrievals started before the woman’s 45th birthday, transfer of all resulting embryos, up to 4 more retrievals after a live birth, and up to 6 inseminations, of which only the first 3 are reimbursed at an infertility outpatient clinic.

Can employees freeze their eggs in Hungary?

Yes. Since July 2025, women aged 18 or over can freeze their eggs without a medical reason at a state centre. The patient pays, with total costs reported at up to about HUF 500,000, and public funding covers freezing only for medical reasons.

Does Zora replace our health insurance?

No. Zora works alongside your insurance. We help employees understand their options, find suitable specialists and use the cover they already have.

How much does a fertility benefit cost an employer?

It depends on the allowance, eligibility and expected uptake. Use the budget planner on this page for a first estimate, then ask us for a tailored proposal based on your headcount and countries.

How quickly can we launch?

Typically 4 to 6 weeks from contract to launch, depending on scope and countries. Most companies start with a single talk.
