Zora Health / Employer guide / Ukraine

Support employees through fertility treatment, and keep the talent you have invested in.

Fertility treatment rarely fits around a work calendar, and most employees go through it quietly, often while doing some of their best work. Zora Health helps you build practical fertility support, from policies and manager guidance to confidential care navigation and access to 128+ partner clinics in 16 countries, around your workforce and budget. Companies including Hilton, LinkedIn, Sanofi, HSBC, Mastercard, Carousell and Singapore Management University work with us.

Written by Anna Haotanto, Founder, Zora Health. Last reviewed: November 2026. General information, not legal or medical advice. This guide covers IVF and egg freezing costs, public funding, the rules and how to build a fertility benefit.

Five things Ukrainian HR leaders should know

  1. Since 2024, Ukraine’s Programme of Medical Guarantees has paid for IVF at clinics contracted by the National Health Service of Ukraine (NHSU). In 2026, 6,290 patients had been treated by August, with 1,885 confirmed pregnancies, at 54 facilities (LB.ua, August 2026).
  2. Patients need a diagnosis of female or male infertility and must be 41 or younger at the start of the cycle. The programme covers citizens, permanent residents and refugees. It pays one full cycle a year, and a second in the same year if there is no pregnancy.
  3. Service members can freeze eggs and sperm free of charge, with 3 years of free storage if they die. Surrogacy is legal for married heterosexual couples with a medical need.
  4. Maternity leave is 126 calendar days, paid through the Pension Fund of Ukraine. Fathers get up to 14 days of employer-paid leave within 3 months of the birth. There is no fertility leave, and martial law has changed some labour rules.
  5. Aon projects a gross medical trend of 24.0% for Ukraine in 2026, so a fixed allowance keeps the employer’s cost predictable.

Why fertility is a business problem for employers

Fertility treatment does not fit around a work calendar. A clinic sets the date of a scan the day before. Egg collection happens when the body is ready, usually about 36 hours after a final trigger injection. Then comes a two-week wait, and for many couples, another cycle. Your team feels it: missed meetings, unexplained absences, a strong performer who suddenly goes quiet.

We found no survey of employees in fertility treatment in Ukraine. Multi-country evidence suggests many hide it: in Carrot Fertility’s 2023 survey of 5,000 people in Canada, India, Mexico, the UK and the US, 79% said they were uneasy discussing fertility at work.

  • Resignations. 39% of employees in fertility treatment had left or were considering leaving their job, in Ferring’s 2025 survey of more than 3,600 employees and employers in Australia, France, Japan, Poland and the UK.
  • Lower performance. 55% said fertility challenges had hurt their work performance (Carrot, 2023).
  • Costs beyond the state package. In August 2025, a reproductive specialist told Telegraf the state package, which she put at about ₴85,000 to 93,000, suits women with a normal ovarian reserve; women with a lower reserve may need more medicine than it pays for.
  • Unequal access. State IVF stops at 41. The Programme of Medical Guarantees covers citizens, permanent residents and refugees (Law No. 2168-VIII, art. 4), so foreign staff on temporary permits pay in full.

What employers gain

Reduce talent attrition

Keep the people you spent the most to develop

Replacing an employee costs one-half to two times their annual salary, according to Gallup. Employees over 41, or who need more cycles than the state pays for, face private bills from ₴66,200 per cycle at one Kyiv clinic. A written policy, paid time off and a funded allowance remove some of the reasons they leave.

Attract talent

Stand out in a tight labour market

73% of employees facing fertility challenges said a role offering fertility support would appeal to them (Ferring, 2025), and 65% said they would change jobs for fertility benefits (Carrot, 2023).

Control cost

Make fertility support financially predictable

An annual or lifetime allowance sets the employer’s maximum cost in advance. Aon projects a gross medical trend of 24.0% for Ukraine in 2026, after 19.0% in 2025.

Zora helps employers build benefits around local treatment costs, the state IVF programme and existing insurance, within an agreed budget.

What IVF costs, and what the state pays

The World Health Organization estimates that about 1 in 6 people worldwide are affected by infertility. In April 2024, the director of the Lviv Regional Clinical Perinatal Centre estimated, without citing a study, that 1 in 5 or 6 Ukrainian couples is infertile, up from 1 in 6 or 7 a decade earlier (LB.ua).

Sources: Ministry of Health, December 2025; LB.ua and Ministry of Health, August 2026; Law No. 2168-VIII, art. 4. The ministry gave the age limit as 40 in December 2025 and as up to and including 41 in August 2026; confirm current rules with the NHSU.

Age is one of the strongest predictors of IVF success, and Ukraine publishes no national success rates by age. For comparison only, in Germany’s national registry, the birth rate per embryo transfer in 2023 was 30.9% for women aged 30 to 34, 26.3% at 35 and 9.3% at 41 to 44 (Deutsches IVF-Register).

In Ukraine’s state programme, more than 2,000 of the 6,924 women treated in 2025 had a confirmed pregnancy, with no breakdown by age or live birth (Ministry of Health). Many patients need more than one cycle, so the size of an allowance, and when employees can use it, matter as much as offering one.

Give Employees Access to Fertility Specialists

Help employees navigate fertility care with access to doctors and clinics, treatment information, and clear guidance on IVF, egg freezing and other fertility options. Employees can explore their options privately, without needing to go through HR.

Fertility support that fits your workforce and budget

You do not need to overhaul your existing health insurance to support employees through fertility treatment. Start with awareness and manager education, add confidential one-to-one support, or introduce a funded allowance across your offices. There is no minimum company size.

Where included in the employer programme, eligible employees can use talks and care navigation without paying Zora a separate fee. Care navigation allowances are set in each proposal. Treatment and other third-party costs are paid separately, either by employees or through the fertility allowance their employer provides.

Comparing fertility benefit providers? Use our RFP question bank

Our RFP question bank has 40 questions, with why each one matters, what a good answer looks like and a scoring sheet for three providers. Six of the questions for Ukraine:

  1. Are local-plan employees covered, or only staff on international health plans?
  2. Do you require an infertility diagnosis before support starts?
  3. Which clinics do you work with in Kyiv, Lviv, Dnipro and Odesa, and which of them hold an NHSU contract for state-funded IVF?
  4. How does the allowance work alongside the Programme of Medical Guarantees, for example paying for extra medicines, further cycles or treatment after age 41?
  5. How do you support employees who serve in the armed forces, or whose partners do, and how do you handle surrogacy and donor treatment under current Ukrainian law?
  6. How do you handle employee health data under Ukraine’s Law on Personal Data Protection, and how will you adapt if draft law 8153 is adopted?

Plan your fertility benefit budget

Fertility benefit budget planner

Model the annual claims budget for a fertility allowance. Change any number.

5 estimated benefit users a year
₴800 estimated annual claims cost per employee, across your whole workforce
₴400,000 illustrative annual claims budget

This is a claims budget, not a Zora quotation. Zora’s programme fees, implementation and optional services are separate.

Illustration only. Utilisation is an editable assumption, not observed Zora data. The calculation assumes each user claims their full annual allowance, and excludes programme fees and setup costs. For a tailored model, request an employer proposal.

Estimate the potential workforce impact of fertility challenges

A rough planning scenario. It applies a global infertility estimate to your headcount, so it is not a prediction for your workforce, a measured loss or a forecast of savings from any programme.

92 potentially affected employees (illustrative estimate)
4.6 possible exits a year
367 working days possibly lost a year
Illustrative workforce cost scenario, not projected savings₴2,255,000

Range: ₴2,255,000 to ₴6,380,000 a year, depending on replacement cost.

Assumptions: infertility affects about 1 in 6 adults (World Health Organization, 2023), applied to employees aged 25 to 44. Replacing an employee costs one-half to two times their annual salary (Gallup, 2019); the headline uses the low end. Absence is valued at salary divided by 250 working days. Exit rate and days lost are your own assumptions.

This is a hypothetical cost scenario, not a prediction of actual employee departures, an estimate of Zora’s financial impact or a guaranteed saving from fertility benefits.

Already have corporate health insurance? Here is where Zora fits

Your medical plan may cover some consultations and tests, but fertility treatment is often limited or excluded, so check your policy wording. Employees still need to understand their options, the public funding they qualify for and which clinic suits them.

Zora works alongside your existing insurance and benefits. We help employees get reliable information, navigate their care options and reach suitable specialists, and we give HR manager guidance, policy templates and, on the Complete programme, anonymised reporting. You strengthen fertility support without replacing your medical plan.

For HR

  1. Kick-off, week 1. Agree goals, countries and which employees are eligible.
  2. Policy and benefit design, weeks 2 to 4. Draft or update your fertility policy using our templates.
  3. Launch, typically weeks 4 to 6. A launch talk for employees and managers, plus a communications pack for HR to send.
  4. Live support. Employees book care navigation calls and use the Zora app.
  5. Reporting, every 3 months, on the Complete programme. Anonymised usage, common themes and our recommendations, reviewed with your account manager.

Privacy

Employee privacy is central to our programmes. On the Complete programme, routine employer reports contain aggregated engagement and utilisation information, with safeguards to prevent identification of individual employees. On every programme, personal health information is not included in standard HR reporting, and employees can get help without telling their manager. Where eligibility checks or claims administration need individual-level data, access is limited to authorised parties for defined purposes, as agreed in writing before launch. Employee data is handled in line with Singapore’s Personal Data Protection Act and Ukraine’s Law on Personal Data Protection (No. 2297-VI of 2010), which prohibits processing health data except with the person’s unambiguous consent or under a legal exemption.

Clinics and doctors in Ukraine

Zora’s clinic and doctor directory does not list providers in Ukraine yet. It lists 421 clinics and 1,185 doctors across 25 countries, mostly in Asia Pacific and the Middle East (browse clinics or browse doctors). Employees in Ukraine can still use Zora’s education and the Zora app. Ask us how your team in Ukraine would use Zora before you launch. See Zora’s employer guides for every country.

Rules and eligibility in Ukraine

Draft law withdrawn, July 2026

Who can use assisted reproduction

Ukraine has no single law on assisted reproduction; Ministry of Health Order No. 787 of 2013 sets the procedures. In August 2025, the Cabinet of Ministers sent parliament bill 13683, which would have opened treatment to adults without medical contraindications or legal restrictions (Cabinet of Ministers). In October 2025, experts said it needed significant revision (Interfax-Ukraine), and parliament’s record shows it was withdrawn on 16 July 2026 (Verkhovna Rada). Private clinics offer egg freezing for non-medical reasons (one Kyiv clinic, to women aged 18 to 53), with no legal storage limit we could find. Confirm current rules with local counsel.

Surrogacy

Legal for married couples with a medical need

Under Family Code article 123, when another woman carries an embryo conceived by a married couple, the spouses are the child’s parents (Family Code, art. 123). Order No. 787 allows surrogacy only for a married couple with medical indications, such as absence of the uterus, and with a genetic link between at least one spouse and the child; the couple must show a marriage certificate (Higher School of Advocacy, January 2024). Single and same-sex intended parents cannot use it.

2023 and 2024 laws

Gamete storage for service members

A law adopted on 22 November 2023 (bill 8011) provides free collection and freezing of eggs and sperm for service members (Rubryka). An amendment (bill 10448), adopted on 7 February 2024 and signed in March 2024, gives 3 years of free storage after death, lets the owner decide how the cells are used, and recognises them as the parent of any child born (Komersant; Ukrinform). Since 2025, the state budget has paid for this for active personnel during martial law and for 6 months after (United24 Media).

Labour Code and martial law

Leave, discrimination and wartime rules

Maternity leave is 126 calendar days (70 before birth, 56 after), or 140 for complicated or multiple births, paid as insurance benefit through the Pension Fund of Ukraine (Pension Fund explanation, September 2026). Since May 2021 (Law No. 1401-IX), fathers can take up to 14 calendar days of employer-paid leave within 3 months of the birth (Lockton). There is no fertility or IVF leave. The Labour Code bans discrimination on grounds including gender, health, matrimonial status and family duties (CMS), and bars refusing to hire women because of pregnancy or children under 3 (GRATA). Law No. 2136-IX, in force since 24 March 2022, changes some rules during martial law, including annual leave, working hours and suspension of employment (CEE Legal Matters).

Draft law 8153

Health data and a planned GDPR-style law

Under the Law on Personal Data Protection (No. 2297-VI, 1 June 2010), processing health data is prohibited unless the person gives unambiguous consent or an exemption applies, such as healthcare purposes (DLA Piper). Draft law 8153, based on the GDPR, passed its first reading on 20 November 2024 (Glavcom); in November 2026, parliament’s record still listed it as being prepared for a second reading (Verkhovna Rada). It would raise maximum fines to ₴150 million or 8% of annual turnover (VoxUkraine).

Questions HR teams ask us

Is fertility leave mandatory in Ukraine?

No. Ukrainian law has no fertility or IVF leave. It gives 126 days of maternity leave paid through the Pension Fund of Ukraine and up to 14 days of employer-paid leave for fathers within 3 months of the birth. Martial law has changed some leave rules. Employees in treatment usually use annual leave, sick leave or unpaid leave.

Does the state pay for IVF in Ukraine?

Yes, for eligible patients. Since 2024, the Programme of Medical Guarantees has paid for IVF, including ICSI, medicines and embryo freezing, at clinics with an NHSU contract. Patients need an infertility diagnosis and must be 41 or younger at the start of the cycle, and the programme covers citizens, permanent residents and refugees. It pays one full cycle a year, and a second in the same year if there is no pregnancy.

Can employees freeze their eggs in Ukraine?

Yes. Private clinics offer egg freezing for non-medical reasons with no public funding; one Kyiv clinic listed ₴39,800 excluding medicines in November 2026. The state IVF package covers embryo freezing for eligible patients, and service members can freeze eggs or sperm free of charge.

Does Zora replace our health insurance?

No. Zora works alongside your insurance. We help employees understand their options, find suitable specialists and use the cover they already have.

How much does a fertility benefit cost an employer?

It depends on the allowance, eligibility and expected uptake. Use the budget planner on this page for a first estimate, then ask us for a tailored proposal based on your headcount and countries.

How quickly can we launch?

Typically 4 to 6 weeks from contract to launch, depending on scope and countries. Most companies start with a single talk.
