Short answer: there is no single price. What a fertility benefit costs your company per employee depends on how it is funded (a capped allowance, insurance cover or a managed programme), how many employees are of family-building age and how many use it. This page shows how to estimate it.
The three ways companies in Asia fund fertility benefits
1. A capped allowance or reimbursement
The company sets a lifetime or annual amount per employee and pays claims up to that cap. The right amount depends on your markets and on local treatment prices, covered below. Cost is predictable: your maximum exposure is the cap multiplied by the number of people who claim.
2. Cover through the group insurance plan
Some insurers in the region now offer fertility riders. Cost appears as a higher premium per head. Ask your broker which riders are available in your markets and what they exclude.
3. A managed programme with a per employee fee
The company pays a fixed fee per employee per month for access to education, doctors and care navigation, plus treatment funding if chosen. Zora Health’s pricing is available on request.
How to estimate your own cost
- Count employees aged roughly 25 to 45, and their partners if covered.
- Estimate how many will use treatment in a year. Usage varies with workforce age, gender mix and how well the benefit is communicated, so start with a conservative estimate and adjust after the first year.
- Multiply by the average spend per user, up to your cap.
- Add the programme fee, if any.
Put together: annual cost = eligible employees × share who use it × average spend per user (up to your cap) + any programme fee. Divide by total headcount and by 12 for a per employee per month figure. Our HR cost calculator does this for you.
What treatment costs in the region
Treatment prices differ widely between markets, which is why a single regional cap rarely works. See our guides to IVF costs in Singapore and egg freezing costs in Singapore for current figures.
Does adding fertility cover raise overall health costs?
Evidence from the US suggests not by much. In a 2021 Mercer survey of 459 employers commissioned by RESOLVE, 97% said providing infertility coverage had not led to a significant increase in medical plan costs (RESOLVE). There is no comparable published survey for Asia yet.
Questions to ask any provider about cost
- Is the fee per employee, per user or per treatment?
- What is included: doctors, navigation, medication, treatment?
- Which clinics and countries are covered, and are prices agreed with them?
- What reporting will HR receive, and is it anonymised?
- What happens to unused budget?

Frequently asked questions
What is a typical fertility benefit allowance in Asia?
It varies widely. Allowances are usually set as a lifetime or annual cap per employee, and work best when they reflect treatment prices in each market rather than one regional figure.
Is a per employee per month fee better than a capped allowance?
A capped allowance only costs money when someone claims. A per employee fee costs the same every month but usually includes support that helps employees choose the right treatment, which can reduce wasted cycles.
